#5521 Move module file validation to the backend.

Currently, when you submit a new build, the rida frontend tries to validate the request by checking all the details of the modulemd file. This can take many seconds.

We should move that to the backend so we don't clog up the frontend.

Is this still pending? Should it be tracked here? Or perhaps whatever tracker the backend uses?

Doh! This should've been filed on a totally different repo. My bad. :)
