#5512 Please, create and sync these 127 dist-git repositiries in staging

We've identified the packages needed for build of our first Base Runtime prototype. I've (hopefully) synced all the repos that we reference in our modulemd file with the exception of the following 127 that do not currently exist in staging dist-git.

Could you create them and preferrably also sync them with production?

I'll take this one.

(Note to self, we have the lookaside cache from prod mounted read-only in staging, so that part is taken care of... these repos just need to be copied over).

Thinking of ways to approach this now:

We should sync prod pkgdb to staging. We should probably just do this wholesale, and copy all of the entries.
We should then sync the git repos to match. lookaside is already taken care of.

OK, all prod pkgdb entries have been synced over.

Old staging modules/ entries have been restored in pkgdb (with acls).
