We're looking to move qa's phabricator instance (currently at phab.qadevel.cloud.fedoraproject.org) to phab.qa.fedoraproject.org and when we do, it would be nice if we could send email notifications as phab@qa.fedoraproject.org.

Talking to smooge on IRC, it sounds like this would be a relatively simple change.

@tflink is this still needed?
