The sigul servers are crashing a lot and in order to debug a second set is needed in staging or similar so that Luke Macken and Dennis can track things.

ok. There's now sig instances.
However, they will need someone to setup sigul on them.
We DO NOT want to copy data from production here, but rather setup a new sigul with it's own keys here.
