Remove davej@redhat.com from kernel-bugs list ownership

Dave resigned and doesn't want to own this list.

Reassign to jwboyer@redhat.com, Josh agreed he'd take it.

The two things are kernel-bugs-owner@lists.fedoraproject.org and kernel-owner@fedoraproject.org to be specific. And please reassign to jwboyer@fedoraproject.org

I have changed ownership of the kernel-bugs list and done a password reset. It should have mailed you a new admin password for the list.

Note that the kernel-bugs list is currently inactive and set with emergency moderation, etc. If you want to revive/use it, you will need to change that config.

Josh was already the owner on the kernel list.
