oscar is the user we use for koji garbage collection and should have been blocked in fas, but a real 'oscar' user was created back in 2008. That account is currently inactive.
Is there a way to ensure that it cannot re-activate? If we can't do that, perhaps we look into changing the koji-gc user to something new.
In the db, set the status of the user to admin_disabled and internal_comments to the reason so that we don't accidentally re-enable it someday.
If we know about these things before a user account is created we'd use the blacklist field in the fas config file instead.
