I can't create new update on https://admin.fedoraproject.org/updates/new/
for package python-enchant-1.6.5-14.el7 although I'm EPEL7 maintainer of the package and I've built the package.

I don't think EPEL 7 uses Bodhi yet.

As it is, your build is already tagged as epel7, which means it is already in stable (well, once the next compose is done).

So basically, you don't need to submit an update at all at the moment.

I agree the error message is confusing, but I don't think there is any problem with your permissions.

Note: we're currently working on Bodhi 2, so I'm not sure there's a strong incentive to fix this error message in Bodhi 1.

We'll make sure the error message is better in Bodhi 2, but for now I'm closing this ticket.
