#4144 mirrors.dcarsat.com.ar too slow

= bug description =
The mirror mirros.dcarsat.com.ar is working very slow since several months ago.

= bug analysis =
I first noticed about this problem when Yum complains that the connection is very slow and tries other mirror. Since the next mirror is fast enough the issue is minor.
However, while trying to upgrade a system using fedup the slowness of the mirror prevents the system to upgrade:

I have a 6 Mb cable connection. I usually get nearly 1MB/s from other mirrors.

= fix recommendation =

Remove dcarsat from the mirror list or get a solution from the mirror owners.


I have verified that I can't download from it very fast at all. I have unset admin_active for the host, so it should disappear from the mirrorlist soon. I have CC'ed the mirror's admins and they can notify infrastructure when it is fixed, and we will be glad to set it admin_active again.
