Issue #3984: Add a redirect for the badges app - fedora-infrastructure

Some people expect it to be at https://apps.fedoraproject.org/badges when it is really at https://badges.fedoraproject.org/

We could add a redirect that tosses the user to the right URL if they hit the wrong one.

redirect from apps.fedoraproject.org/badges to badges.fedoraproject.org
redirect_v1.patch

v1 + condition for staging due to freeze.

Fixed. Waiting for freeze to break for proxy.
