This is no magic bullet, and I know people rarely even notice the footer, but I think it would still be a small step towards encouraging civil discourse if we would include a link to http://fedoraproject.org/code-of-conduct in the footer of each mailing list (starting with users and devel, if it has to be done manually on a per-list basis).
(Adding it to the listinfo pages would also not hurt.)
We discussed briefly in IRC and Kevin is adding a simple:
Fedora Code Of Conduct: http://fedoraproject.org/code-of-conduct
to Fedora devel. Need an admin of the users list to add this to that list, too, please. (I'm emailing them.)
This is done on both devel and users now.
