#3869 Replace old blockerbugs dev instance with new persistent cloud instance

There is currently a dev instance for blockerbugs but it needs to be reconfigured due to a change in how we've been deploying the app (will not affect stg or production).

Instead of just rebuilding the current dev instance (used to be qa.fedoraproject.org), I'd like to migrate to a persistent cloud instance.

Please remove the old dev instance and replace it with a persistent cloud instance.

1. how much persistent disk space do you need?
2. what size instance? (ram, cpu, etc)
3. what os?
4. what do you want it named?

not much, maybe 10G free space or so beyond the OS install

doesn't need a whole lot of cpu, at least 512M ram (prefer 1024)

Latest EL6, whatever is currently being used on blockerbugs01.stg and blockerbugs0*.phx2

  1. what do you want it named?

blockerbugs-devel unless that doesn't fit with the existing naming conventions for devel hosts
