There are over 2000 accounts that have never been fully created. They were initially setup but the user never logged in with the initial password and have never been "seen" since creation. While most of them have newer SHA512crypt() password hashes 20 have the older md5crypt() thus were created over a year ago.

We would like to close the accounts to lower security exposure. People with those accounts can go through the "get a password reset" process if they decide later to finish the Fedora account process
