#3364 mirrormanager returns .../development/17/... for secondary arches

mirrormanager still returns URLs containing {{{.../development/17/...}}} for released F-17 on secondary arches, I've checked also ppc/ppc64/arm after seeing this URL for s390x, some of the arches made the GA release a week or two ago

We have not yet flipped the switch over. Since development/17 and 17/Everything are the same its not critical that it is done right at release
