If some of the winners have been selected already, the admin template would not let you select more winners. This hotfix to 0.7.1 fixes that problem. (Committed upstream).

We're going to use either the openhw raffle application as the code basis or the election system for any future raffles:

lmacken comment: it has the prizes currently hardcoded, but it has a lot of the legal stuff baked in too, which could be helpful

So we can get rid of anything having to do with the older raffle code.
