The front page of FAS has a reset password link that could be wrong if the URL in the browser was https://admin.fedoraproject.org/accounts instead of https://admin.fedoraproject.org/accounts/

Rather than demand that users add the trailing slash, fix the template to create the right link in either case. This change has been checked in upstream and into the fas hotfixes module in puppet.
