No, it's a different project. That one is a Red Hat branded community portal. This one is a Fedora branded community portal and it won't be run by Red Hat. I decided for Fedora Hosted because we need a mailing list for discussion and Trac might be helpful as well. I don't know if the developers will use git here, but it would be nice to have it as an option.
