FWN publication have no ToC, so navigation through an issue is very difficult (all or nothing). FWN publications should have a table of contents, and link out to individual beats or to anchors on the same page.

That's a displayed page. I've been using the priority field here for priority in terms of Insight deficiencies. Would you prefer I use severity for that, so as not to make it look like Infrastructure team members should be paying tons of attention to it?
