When doing mock builds, I have noticed that /usr/lib/rpm/check-files complains because diff cannot be found. diffutils is in the explicit exceptions list[1], so it should be pulled in by buildsys-build[2]. I'll attach a diff between the explicit exceptions in the guidelines and the requirements for buildsys-build-0.8.1.fc7.

[2] It should also be pulled in by rpm-build too, but that's not the case for the latest rpm-build in updates (4.4.2.1-1.fc7). This has been fixed in the rpm-build package in updates-testing.
