When fas syncs new packager information to bugzilla, the script was sending an email to the new user that their email address wasn't in fas even when it was. This is due to a bug in the sync script that sends the email to the last person to be processed instead of to the people whose email accounts had errors. This change fixes it. It's applied to export-bugzilla on fas1 (where the script runs via cron job).
