I do not see any pattern to this, but dnf in koji started to frequently fail to download and install the default buildroot:
(...) After this operation, 9 MiB extra will be used (install 9 MiB, remove 0 B). Unexpected error 9 on netlink descriptor 10.
The descriptor number sometimes changes, but the errno is the same. I've also seen it happen on x86_64 and aarch64, so it is not specific to one builder or even one architecture. Some example failed tasks:

@kevin suspects a recent curl update in rawhide (i.e. 8.10 → 8.11) might be to blame.
Yeah, just a wild guess.
I don't see anything odd on the builders. No network errors or other issues. Also, the only thing that changed on them since this started was a pam update.

It looks like all these are f42/rawhide...
(fixed comment zero to indicate that only rawhide seems to be affected, which would point at the curl 8.10 → 8.11 update)
