Checking rubygem-mysql2 in Koschei there has not been Rawhide build since Aug 15. There are not new dependencies reported etc.
I suspect, that there might be something going on with rubygem-mysql2 in Rawhide (the build might get stuck for some reason), but that should not prevent Koschei from rebuilding the package.

I wonder if this isn't related to https://pagure.io/fedora-infrastructure/issue/12260, but that isn't happening since August.
It seems like it was built 2024-11-30 now... but not since. Hard to think that nothing changed in it's deps since then...
Just FTR, the rebuilds were done likely just because I have disabled the offending test cases:

So this would still deserve some investigation even if it worked now.
Also, judging by the previous gaps between rebuilds and looking at the current priority queue, there is still chance the gap from 2024-11-30 is okeish
