Looks like the moderators on the discuss side have suspended them (but not removed them).
So, lets defer to them there and when/if the user gets deleted, block their account.
If you see them again (after they are unsuspended, flag the posts there. :)

A moderator talked to the user and suspended them a few days, but the user will get another chance to contribute in a more constructive way.
As Kevin said, if you see such things on Discourse, you can just flag it there. Then a mod will have a look quickly :)
