I created an account just recently. I have signed the FPCA - as I can see successfully - on https://accounts.fedoraproject.org/user/okurth/
Howecer, when I try do do something, like go to "Settings" on https://src.fedoraproject.org/ I see "You must sign the FPCA (Fedora Project Contributor Agreement) to use pagure".
Ultimately, I want to create a new project on https://src.fedoraproject.org/ . I don't know what is missing.

So, a number of things here. ;)
src.fedoraproject.org agreements/groups are refreshed on login. So, if you logout of there and back on it should show the FPCA.
You cannot manually add anything to src.fedoraproject.org. New packages are added via: https://docs.fedoraproject.org/en-US/package-maintainers/New_Package_Process_for_New_Contributors/
ie, you have to submit a package for review, get sponsored, then the package is setup.
