Messages from this topic, such as this one, are sent without a schema, which is visible by the fedora_messaging_schema header pointing to base.message.

As such, they are not associated with FAS usernames in datanommer, can't generate notifications or cause badges to be awarded.

these topics are from internal Stream build infra, so not possible to even attach a badge to a non existing FAS user ? I'm not aware of a way in the fedora-messaging koji plugin to format json in a specific way. Happy to apply an internal change, but that would require an internal Jira ticket for Stream (so different tracker)

If those users aren't FAS users, then yeah it's not very relevant to use the schema.
