We would like to create a Multimedia SIG to take care of multimedia related packages.

ok. I have created:
multimedia-sig@lists.fedoraproject.org private mailing list. It's private archiving, ack and confirm for new subscribers, and moderating everything. You are owner.
multimedia-sig fas group (you are in it and a manager)
multimedia-sig group in src.fedoraproject.org
You need to:
Create a multimedia-sig@lists.fedoraproject.org bugzilla.redhat.com account. The ack for it should be held for moderation on the list and you can activate it and then allow it to post to the list.
join the channel and I can make you a moderator to adjust topic/moderate, etc.
