Update koji-osbuild and koji-osbuild-builder to version 11 on all koji builders (stage and prod). We found a bug in version 10 that breaks quite a lot of builds.
The sooner, the better (it blocks IoT)

Yeah, this should be done later today after the outage. We will be updating all the builders to f37. ;)
