A a member of @ruby-packagers-sig, it is not possible to remove the group from a package maintainer list. It is always necessary to open releng ticket. These are examples:

The issue is that some maintainers believe, that adding group membership helps with maintenance of the package and they can add whoever they decide, include groups. Unfortunately, the packagers later become inactive, the package gets orphaned, but the group is still there. This triggers all sort of notifications and what not.
This looks like a feature request for pagure not something the infrastructure team can do. Please open the issue on https://pagure.io/pagure
