So, I spent a while yesterday on this, and then @ryanlerch looked at it some more.
The problem is the old FMN server. It's not processing correctly. I fixed a few more things that were still trying to use old fas2, and ryan fixed some more things with email handling, but it's still not working. ;(
We will continue to poke at it and try and get it back up and running. ;(
I went and added aliases to /dev/null for those users that didn't have valid addresses, and cleaned up a few more things and now... it's trying to load all it's filtering rules. Hopefully it will start processing here in a few hours. ;( Will check back on it later today.
It loaded filtering rules, but then hit another place it calls fas2 and got stuck. ;(
I went ahead and scaled fas2 back up and restarted it. It's reloading rules again now.
It's processing again now... pretty slowly, but processing.
Will try and look more monday.

Yeah, slowly it's catching up.
As soon as it does, I'd like to look at switching to the python3 version, which hopefully will be more stable and debuggable until we finish the re-write thats starting this quarter.
So, it's all caught up and it's even managed to handle the mass rebuild. ;)
I'm going to close this now. We still plan to roll the python3 one out soon, but that has it's own ticket.
