In F36 scp now defaults to using sftp for file transfers unless -O is used to request the old behaviour.

The test machines listed in https://fedoraproject.org/wiki/Test_Machine_Resources_For_Package_Maintainers do not appear to have the sftp subsystem enabled and hence trying to copy files to them now fails unless you know to add the -O flag.
