Revive the PythonNSS package in the Fedora repositories

PythonNSS is a critical dependency of Sigul, the main signing server for Fedora, which uses NSS for authentication.
However you are actually unable to install this on a Fedora machine due to this package being Orphaned since F34.
Thus, this is a critical issue if we want to actually sign packages using a Fedora Linux machine, as we need Sigul to set up Robosignatory, which is used to automatically sign packages in Koji.
This is... not how this works.
python-nss has been dropped UPSTREAM There is no longer anyone upstream maintaining it (as far as I know). Unorphaning it would imply someone is taking over maintaining and developing it...
Fedora currently uses sigul on RHEL8.
The plan is to have sigul port away from python-nss in the long term. (as I understand it), @puiterwijk can confirm
