This seems to be a known issue (mentioned in https://pagure.io/fedora-infrastructure/issue/10149#comment-746987) I got a ping from @bytehackr that their homedir is in /home/ instead of /home/fedora/ that we are using for everyone else There are 2 things we can do

Should hopefully be fixed now. I am not 100% sure what was causing it, but I put in an override that should hopefully prevent it from happening again.
I fixed all the users that were in the wrong state.
Please let me know if you see this again or I missed anyone.
