IRC notifications from nagios-external (noc02) are not working because Nagios tries to send them to zodbot running on value02 host, but value02 is not on VPN, so noc02 can't talk to it. Email notifications still work, but may be less convenient than IRC notifications.
One possible solution is to put value02 on VPN. An alternative is to move zodbot to value01, which is already on VPN.

Yeah, thats the plan, but we need to wait for freeze to be over. ;( Or I guess we could do a freeze break since it's pretty easy to review.

Nope, we created value02 as a rhel8 instance specifcally to move zodbot from python2 to python3. value01 is a rhel7 instance. :( I don't think we want to go back now.
OK, I will try to put value02 on VPN once the freeze is over.
