Fix ownership of the rpms/python-mirrors-countme package repository: @asaleh should be the main admin, my account nphilipp and the infra-sig group should be admin. While Adam could set the latter by himself once he has the permissions, it'd be cool if you did it because he's absent this week.

Background: Something went wrong with the SCM request to create this repository (releng/fedora-scm-requests#36448) so it ended up being owned by @limb who processed the request.

When do you need this to be done by? (YYYY/MM/DD)

No hard deadline, but it's blocking me from using the package in our Ansible scripts, so I'd say 2021/08/25 unless you think that's unreasonable.
