Basic structure of the project
    
    This includes the runner, ie the fedora-messaging consumer.
    Three little of toddlers:
    - a debugging one for easy testing and serves as an example
    - one flagging pull-requests on dist-git based on notifications coming
      from fedora-ci
    - one flagging commits on dist-git based on notifications about builds
      in koji
