#137 CI: use up-to-date Fedora release

Story Time

As a contributor to rpmautospec,

I want that my changes are tested on an up-to-date version of Fedora,

so it doesn't flag errors stemming from using a too old OS underneath.

Acceptance Criteria

  • Zuul is configured to run tests on Fedora 34 VMs.
  • The Zuul rpm-mock-build job is configured to use a Fedora 34 mock root.

Background

Right now, .zuul.yaml references Fedora 31 base images, mock configs. Who knows when we might use something that's not available there.
