Story Time
As a backend user/developer/team member,
I want to deploy the virtual machines needed for the installation,
so that I can create a staging cluster

Acceptance Criteria
* three vms are created, one on each of the following Vmhosts: vmhost-x86-05, vmhost-x86-06, vmhost-x86-07.

Background
The background, we have decided to deploy the control plane on virtual machines, in fedora infra staging, these vmhosts are currently unused or have a lot of resources available.
