#298 New regional hubs to be suggested to potential members

Regional hubs somehow need to be created for the regional hubs [1] feature to exist and be useful.

During early discussion with @duffy, we thought that the best way to handle this might be:

  1. Hubs notices that 6-ish people are in close proximity to each other ('close' as yet undefined).
  2. It sends a message to those people (one at a time, round-robin style? All at once?) that they might want to create a regional hubs and why. If everyone is in the same city, it suggests the city name. Otherwise, it suggests something generic (don't know what this might mean?), as it's unlikely for us to know what people call various regions in their area [2].
  3. Someone(s?) is interested enough to take ownership and become admin for that hub. This person chooses the name (we may want some way to check if the name they picked makes sense?)
  4. They create the hub, and
  5. All of the people who were nearby are invited (or automatically included?).

This may be a very complicated task for hub to actually do, and requires further discussion with @sayan and others.

[2] Many areas have names for their regions, whether it be "Greater Boston Area" for the various cities within the 95 loop around Boston (versus just Boston for the actual city of Boston), or some set of states that calls itself the 'tri-state area' like New York, New Jersey, Connecticut (https://en.wikipedia.org/wiki/Tri-state_area).
