If someone gets a lot of a particular kind of notification, we might want to consider collapsing them together. Date-sensitive notifications should not be collapsed, probably. The idea is if someone hasn't logged in for a while, the time-sensitive notifications are going to be more noticeable if repeats and other types of notifications are collapsed - kind of cleans the stream for people who haven't viewed their stream for a while.
