We currently have a populate-all-users script that pulls down every user from FAS and creates a hub account for them.

That should be enhanced to also pull down every group from FAS and create a hub for them. And it should also figure out 1) who is in those groups and add them as members to those hubs and 2) who is the owner of those groups, and make them owners of those hubs.

Having this kind of data during development will be very useful, as we'll be able to see which hubs are "popular" and which ones would make good candidates for a good set of default widgets.
