Add a bundle that extends the default Equinox framework launcher
    
    This launcher allows us to specify a parameter containing a list of
    "dummy bundles" that should be created to spoof a presence bundles in
    order to satisfy spurious non-optional Require-Bundle dependencies
    and allow us to keep the runtime as small as possible.
