#40 Change the way ignored packages are used and stored.

Currently, the list of ignored packages is stored as a pickle data file and the packages are only stored in with their NEVRA info, so they stopped being ignored when a newer version appears.

It would be great if people also could ignore the packages "for ever". In this case, there must be a mechanism how to edit the list (and pickle database is not a good format).
