This line has a broken link to the Install Guide. We need to figure out where it should go and then decide if we want to try to link directly to the right section or just to the guide in general.

Given the way this was written I don't think that link was ever supposed to go to the Install Guide - I can't recall any docs about a GUI utility for changing the locale or keyboard layout post-install in the Install Guide.
I changed the paragraph so it now mentions how you can set the locale and keyboard layout in the installer GUI, TUI and in Kickstart. I didn't link to each part of the Install Guide, just to the splash page - the guides are broken right now including links and adding more of them isn't helping anyone.
The link also breaks on master since it uses an entity but right now we have bigger problems than that. :/
