Previous release notes contained a guide about how to cleanup pip packages:

Since Fedora 37 migrated from 3.10 to 3.11, it seems to be appropriate to mention this here, too.
This was mentioned in https://fedoraproject.org/wiki/Changes/Python3.11#Release_Notes but somehow when the general "what's new in Python 3.11" was added, this was not.
