#337 make Common Bugs more prominent

Based on earlier conversation on #fedora-docs IRC.

Starting with
https://docs.fedoraproject.org/en-US/fedora/f30/release-notes/

Tracking down a link for Common Bugs is not straightforward. It's buried in unrelated Feedback section. If the user is upgrading, is familiar with Fedora, and doesn't need to read the entire Welcome section and its Feedback section, they will never stumble on Common Bugs.

My suggestion is Common Bugs should be a major section, as prominent as the four existing sections:
Welcome to Fedora
System Administrators
Desktop Users
Developers

Whether it should appear second, or last, in that list, I think could be a coin toss.


Is it possible to escalate fixing this? Users continue to run into nasty bug #1652806 which is listed in Common Bugs, and also it gives guidance to avoid the bug in the first place. But it's totally non-obvious how to discover Common Bugs right now.

I added a link to Common Bugs to the left sidebar (the table of contents), I think that boost visibility pretty well. It's available in both published versions (f29 and f30). For example here: https://docs.fedoraproject.org/en-US/fedora/f30/

It's also going to appear in future versions with an updated link. Unfortunately we'll need update it manually every time because you can't use includes in the navfile so you can't include the attribute file, but whatever.
