Hi @ignatenkobrain. I have drafted the following short paragraph as the release notes entry for this change:
Fedora is one of the first distributions to package software written in the Rust programming language. Fedora 28 includes the tools and instructions necessary to package applications and libraries written in Rust. As a result, users will be able to install software developed in Rust from the Fedora repositories.
Is that OK? Does the text cover everything or is there anything else that should be included?

Probably adding something that ripgrep is available would be useful. Because this is quite popular software among the users.
