The gnupg2 shipped upstream systemd user units and sockets for some time, which were using deprecated options. These were dropped in upstream release 2.4.1 so they were also removed from Fedora, which might cause that some custom user configuration will stop working after upgrade. The most common use cases should just fall back to start the gpg-agent on-demand as it is done in the default installation and should not cause any problems.
