Update versions in attributes partial file for the release of Fedora 31.
This is my first contribution.
I found this page because it was linked in the Fedora Magazine and notice the error, so I decided to help.
I never used Pagure or Antora before, apologies if something is not right. Let me know and I'll check it.

@bcotton Yup, I've been working on something and there's a section about bumping versions for a new release, so I'll add this as a step as well.
