Regarding Step 1: Filing a new bug I couldn't follow the following part:
The easiest way to file a new report is using the "File a new bug" drop down from the right hand side bar in the Fedora Packages Web application.
I can't find a drop-down menu in Fedora Packages Web application. Is this issue only on my end?
I am opening this issue because I tried filing a bug for distrobox (as to communicate with the maintainer) because these two lines don't seem to be needed anymore but got stuck following the docs.

I think this is a fallout from an update to the packages web application.
It is no longer a drop down, it's just a link. For example see this page:
https://packages.fedoraproject.org/pkgs/fpaste/fpaste/
There's a link in the right hand side bar that says "File a new bug report".
So, try this for the distrobox page here:
https://packages.fedoraproject.org/pkgs/distrobox/distrobox/
That should work.
