Under some circumstances, EPEL has additional requirements for package
retirement. Link to this page (will exist once https://pagure.io/epel/pull-request/182
lands) and also update the list of eligible EPEL branches

The EPEL part does not seem to be moving forward.

There is now an EPEL retirement page where that link points.
This pull request can be merged, after it is rebased.
