This is a good change.
I think we should go even further and recommend adding packages to fedora-obsolete-packages in most cases, but that shouldn't block this PR from going in.
I do not think the complete removal procedure is meant for packages that have "lost their purpose". Normal retirement should be enough. They still had their purpose when a particular Fedora release was published, and still serve it while that release is supported. And for sure there is no need to remove such packages from end-of-life releases.
Perhaps you want to somehow adjust Obsoleting Packages section just above? Or just close this one — from my point of view, unless we follow zbyszek's proposal of switching to obsoleting retired packages by default, the content is already correct.
